Regional Master Plans

Component 2 of the Municipal Infrastructure Development Project plans the simultaneous development of 51 Regional Master Plans for Water Supply and Sewerage covering the whole of Bulgaria, with the exclusion of Sofia City for the first time.

The main objective of the Master Plans is to plan the development of W&S infrastructure in short-term and long-term plannings and in conformity with the EC Directives in this sphere. The implementation includes the assessment of water supply and sewerage systems, identification of investment needs, and the proposal of the most suitable technical options, economically feasible and acceptable opportunities for the development of W&S systems by 2035. Analysis of the price and quality of the rendered W&S services will be worked out and their development forecast will be given in order to be able to achieve consumers’ satisfaction, to reduce water losses and to guarantee good quality of the services at socially affordable price.

The elaboration of teh Regional Master Plans started in December 2011 by signing the contracts for their preparation by the three consultants:

  • Joint Venture "Egis Infrastructure Bulgaria"DZZD is working out the Master Plans for the designated territories of the regions: Burgas, Varna, Dobrich, Shumen, Targivishte, Sliven, Yambol and Stara Zagora;
  • Joint Venture with leading company Seureca, France, and partners SC, Arcadia Engineering Ltd., Bulgaria and Hydroproekt Sofia, Ltd, Bulgaria, for the preparation of the Master Plans for the designated territories of the regions: Veliko Tarnovo, Gabrovo, Razgrad, Ruse, Silistra, Kardzhali, Haskovo, Pazradzhik, Plovdiv and Smolyan;
  • Joint Venture with leading company Niras, Denamrk and partners Niras, Bulgaria, Ramboll, Denmark, Sofia Consulting Group, DHI, the Chech Republic are working out the Master Plans for the designated territories of the regions: Vidin, Montana, Vratsa, Pleven, Lovech, Sofia-District, Pernik, Kyustendil and Blagoevgrad.

The preparation of the Regional Water and Waste Water Master Plans allows:

  • To determine short-term, mid-term and long-term investement programmes that can be financed from European grants;
  • Efficient use and management of resources;
  • Building-up capacity for the preparation of projects in regional/local scale;
  • Formation the foundation of environmental-friendly water projects.

The Regional W&S Master Plans component was successfully completed on March, 8th, 2014.
